    "content": "I think the right way to go is to tell the County Assembly that, “you do not have 40 minutes for two witnesses”. Give them time to present their case, whether it is 40 minutes, one hour or two hours. Also, give the other side. I was proposing that if you give each witness 20 minutes, then you can tell them how long they have to cross-examine."
