    "content": "This is a finding made by a State organ. This finding has not been set aside to date. The State organ has adversely made a finding that there was a variation on matters Dandora Stadium. Unless and until that finding is set aside, the County of Nairobi, as headed by the Governor himself remains as guilty as the report states. Therefore, the question of whether or not we have substantiated ground 1(c) and 1(e) of the Motion as tabled and passed by the county assembly can no longer be a matter of debate. The other ground that I will just mention in passing is ground 1(j) which again was to the effect again touching on the Dandora stadium. I do not need to repeat that. I will rely on the same report that I had indicated that there was a contravention of the laws of this country."
