    "content": "Madam Temporary Deputy Speaker, I am sure that the Assistant Minister is aware that Article 53(1) (b) of the Constitution guarantees the children of Kenya free and compulsory basic education. There is no basic education more than ECD. Why is it that the Government is discriminating against the very young children and only concentrating on primary school children? If you have little funds, why does he not start with the young ones? Why does he not provide education to the young ones first because that is the most basic education that one can ever think of?"
