    "content": "I urge this honourable House to consider the writing in Article 1 of the Constitution on the Sovereignty of the People of Kenya and Supremacy of the Constitution when considering this particular matter. I urge this House to consider the provisions of Article 259 of the Constitution, wherein it is provided that the Constitution shall be considered holistically and no provision of the Constitution shall be looked at in isolation."
