    "content": "(4) A person who contravenes subsection (2) commits an offence and shall, on conviction, be liable to imprisonment for term not exceeding three years or to a fine not exceeding five million shillings or to both. Considerations 24O. (1) The Board shall, before registering, licensing before or renewing a registration or licence under this Act, satisfy registration and itself that— licensing and renewal."
