If I am wrong, then I would like to know when it happened. If am right, it then means that at the point of paying a whooping Kshs140 million, they were aware that the lease would expire in a couple of years and, therefore, they had enough time to recoup their investment. Is it normal to buy on the basis of speculation and, therefore, buy knowing that you have already arranged for it to be extended for the next transaction? Finally, I would like to understand why the Minister finds it necessary to take it to the Cabinet for a decision, when I agree with Mr. K. Kilonzo, that it could be revoked and then the whole shenanigan comes to an end."
