    "content": "Hon. Speaker, it is important to separate politics from the economic growth of the country. This country requires revenue that will help us develop our constituencies. The Government cannot actualise its objectives if it cannot raise revenue. The only way that the Government can raise revenue is through taxation or borrowing. If we do not pass this Bill, the Government will be forced to borrow from outside. It is a temptation that I resist to take. As it has been indicated, we should be able to raise our own money without borrowing. The consequences of borrowing are known to this House. I want to agree with the Committee on its concurrence with the Petroleum Institute. One of the products that was going to be affected was petroleum. The Energy and Petroleum Regulatory Authority (EPRA) has regulated fuel consumption and prices in this country and it is important for us to note that the Committee agreed with the institute."
