"content": "Mr. Speaker, Sir, I respect my friend, Sen. Outa. We have been friends for many years when I used to be ‘ mtu wa mkono’ of the former Prime Minister. We used to meet somewhere on the Second Floor of the now Harambee Annex. I appreciate that because of his advanced age, he may not understand that English has evolved. If he was to consult his dictionary today, he will appreciate what the ‘hustler’ means. A hustler is a person who is hustling, which means working hard to eke out a living. It refers to the people who are at the lower cadre of the pyramid of life. These are people you would call the middle class and below that are struggling to eke out a living every day. Those are the people that I want this House to focus on because for far too long, we have been pushed to defend the privileged; the people who are holding public office and held wealth for many years. This House, this year, must stamp its authority now that everybody on both sides of the political divide---"
