    "content": "Thank you, Madam Deputy Speaker. When Sen. Wambua brought his Statement, I had said that there is need to have a different system. You cannot be doing the same thing the same way and expect a different result. The world has advanced. There is electronic filing of documents so that it is saved in the cloud that nobody can reach. Internet has gone places. Why we have box files being burnt, mostly finance files, I do not understand. It keeps on recurring from one county to another. When will this madness stop? The other files are okay, it is only finance."
