    "content": "Policy is very important in every department. I wish we could have more of this. I am aware the Department of Cooperatives also has represented their policy to Parliament. This is because without policy you cannot make or amend laws. The moment you have policy or mwongozo in Swahili, it streamlines the activities of that department. When we amend the laws, we tie to that policy. This is achieved after a very thorough investigation and consultation as to what should be happening in that department."
