    "content": "What we need here are timelines. At what point does it go to the people? When should campaigns end? When do we determine that the people can now be called upon to make a decision? Once we have those small bits done, we will have a good law. However, let us not blind ourselves that if we do this, it will change an ongoing process because the promoter has to be convinced. We cannot make a law for a certain Bill or process. We can only make a law for any process which is initiated by any person."
