    "content": "Finally, the two Acts have been combined. The one that is now presented by the Departmental Committee on Justice and Legal Affairs under the leadership of Hon. (Dr.) Otiende seems to have swallowed the one for the Committee. However, I am happy that there was amalgamation and consultations. I believe that even during the Third Reading, the Constitution of Kenya Review Commission (CKRC), which had already prepared some law, can bring in a lot of weight into this. As much as this Act is very urgent because we have a referendum in the offing, it is good that we are making law. Probably, it will take many other years before we have a referendum. It is good we carry everybody on board on this matter so that the question of whether it is a multiple choice or a Bill is cleared. A particular path has not been cleared properly because, for example, now the Building Bridges Initiative is a Bill, and it has its own procedure. It is either yes or no.
