    "content": "Mr. Deputy Speaker, Sir, there is need for the Ministry of Foreign Affairs to operationalize the foreign policy document. The foreign policy document of the Republic of Kenya is supposed to be a reflection--- First of all, it is supposed to be constitutional, legal and a reflection of the aspirations and the thinking of the Head of State of the Republic of Kenya. This document was passed by the Cabinet and the Ministry of Foreign Affairs ought to operationalize it, so that Kenyans know what constitutes the Foreign Policy of the Republic of Kenya."
