    "content": "Mr. Deputy Speaker, Sir, in our Committee, what we realized when we went to a number of countries, is that most of these countries even where there is no written constitution, the foreign policy document is an integral part of every activity of that particular country. We need to do the same; as we reform other sectors, I do believe, and this is the opinion of the Committee, that this document must be made part and parcel of everyday life of the people of Kenya."
