    "content": " Thank you, Hon. Deputy Speaker. You are right. We will give you a decision that will be in conformity with what we are asking you to rule on. This proposed law is bad. It should not have been brought here in the first instance. It is illegal because it contravenes the principles of legality on which all the laws are based when they are being made or passed by this House. It is unconstitutional because it contravenes sections or Articles of the Constitution, especially in trying to restrict or abrogate the fundamental rights and freedoms as enshrined in our Constitution. If you wish to reduce, limit or abrogate the constitutional rights, then you will have to amend the Constitution. You should not do so through a proposed amendment to an Act of Parliament."
