    "content": "At Clause 4, Section 2(D) of the amended Act, we have the functions of the county governments and what is expected of them. It says- “Each county government shall, in the performance of its functions under section 2B – (a) formulate and implement strategies, guidelines and measures in line with the national policy framework and standards for a sustainable cooperatives sector in the county; (b) promote, facilitate and register primary co-operatives societies”"
