    "content": "Namibia remains a critical ally and supporter of Kenya when it comes to issues like whether UNEP should be here or not or whether we should be voted to some international committee or not. So, we cannot just wake up and go and close a mission in Namibia. What have I done? I have rationalized by cutting down to the bare minimum the number of officers that serve in these missions, to the extent that under the Geneva Convention, a diplomatic mission is recognized as such as long as it has an ambassador, a consular and one officer. That is a mission."
