    "content": "From our experience over the last one year, when we only meet on Tuesdays and Thursdays, we only have three sittings. If we dedicate one sitting to private Members’ Bills, we are only left with two sittings. We are sitting on close to 100 Bills. Hon. Members, remember that we carried all the Bills and Petitions from the previous Session and yet we have only one year. If we continue with business as usual, we will find ourselves with your Bills which we will never have time to discuss. The view that Hon. Limo advanced that we need to have more Members speak will not take place. So, what the House Business Committee decided to do, in keeping with practices in the House of Commons and in the Congress in the United States of America, is to create an extra Sitting so that on Tuesdays, we will start from 2.30 p.m. and end at 6.30 p.m. that being the afternoon Sitting. Members will have half-an-hour break then start another Sitting from 7.00 p.m. to 9.00 p.m. So, Members who would be busy in the afternoon sorting out constituency matters in offices will have an opportunity to come at 7.00 p.m. to transact business between 7.00 p.m. and 9.00 p.m. while also allowing for traffic to ease rather than stick in the jam all the time. So, we want to create the two extra hours on Tuesdays and Thursdays and especially dedicate part of the time to transact Private Member’s Bills and some of the things we need to fast-track."
