For three consecutive years, this Ministry has been the last in the rating of Ministries. I know that right now there is a tug-of-war between this Ministry and the Office of the Prime Minister on how performance contracting is supposed to be done. That is not the role of Departmental Committee on Defence and Foreign Relations. It is an arm of the Government."
