People should understand that the moment the Speaker of the National Assembly sends the Bill to the President, the President in consultation with the Attorney-General, the Chief Legal Advisor will sit and look at the issues in the Bill and decide on those that should go for a referendum and those that are legislative. So, by the time President Uhuru Kenyatta and the Attorney-General, Kihara, will look at the Bill, we might just have three questions that require a referendum. We are looking at so many issues. Finally, the Constitution confers on Parliament the role of amending the Constitution. Time is ripe."
