    "content": "Mr. Speaker, Sir, if you look at the law, you will find that the request should be put before the Chief Justice. I think those provisions were read clearly by my hon. Friend. That is Section 32 of the Act. However, I am saying that having these tribunals in place will be at an extra cost to the Exchequer. We have not been paying them because we do not have the money. After we establish the superior courts they will be remunerated by the Judiciary. They will have a Judicial Fund. I think it is more cost effective to have these courts in place instead of allowing the tribunals to continue.
