    "content": "The other issue is the power of IEBC to make regulations. There are 31 situations where the IEBC can make regulations. This is contrary to the recommendations of the Kriegler Report which recommended that we should not give too much discretion to IEBC on some issues. I think this is a matter that we need to look into because it can also create unnecessary delays in processing those regulations."
