"content": "The Constitution provides, through the Elections Act, Section 52 (a) as read together with Section 51; that you could have a referendum that has multiple questions. This Referendum Bill, however, puts it in black and white that any Kenyan who goes to vote in the referendum either agrees or disagrees with the proposed amendments in the referendum. It removes all the grey areas and makes it a black and white initiative. It is either ‘yes’ or ‘no’ That makes it clear. Considering the clamour for amending the Constitution through the BBI and in future, I hold the considered view that this initiative by the Justice and Legal Affairs Committee is laudable."
