    "content": "The other question I would like to address is what my colleagues have raised, particularly – I heard from Dr. Oundo that it concerns public participation. Public participation is subjective. You can only look at public participation at the moment if you mistakenly overlap this Bill with any other election. Even if you did and landed in Article 257… For example, if you look at the BBI, it has gone through the mill. It went through the national committee which was collecting views. They met Members of the public and the views were expressed and compressed into a book. Then it came to countrywide verification and views were collected. Therefore, depending on how you look at public participation, you cannot say that it is only the counties that can conduct public participation. As far as I am concerned, public participation has been fully addressed and effected."
