    "content": "The county governments have a major responsibility of nurturing and bringing up a population of Kenyans, who will be the future leaders of this nation. Our investments should, therefore, be at this level. Whenever, I have gone round some of the most beautiful Early Childhood Development and Education (ECDE) centres that have been built by the county governments, they have been grabbed by the national Government for purposes of primary education. That is why some of us were tempted to say that the level of education at the county level should go up to the primary level, so the necessary resources are devolved to the county level, for us to have a seamless transition at the county level ensuring that the curriculum development is standard."
