All the recommendations contained in this report were arrived at unanimously. Allow me to unanimously sample one of the things that we noted. We noted flagrant non-compliance to relevant laws. The Public Finance Management (PFM) Act, 2012, the Public Audit Act, County Government Regulation and the Procurement and Asset Disposal Act are not complied with by most county executives. The conclusion one can make for the non-compliance is because that is one way they are squandering the resources that have been placed under their watch."
