    "content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity. I also support the concern by the Senator for Kitui. There should be some commitment from the Government at least to make some payments to the former councilors. Money should be made available. I do not think the answer we have always gotten that funds are not available is sufficient enough. Those are leaders who served in different capacities at a very difficult time when things like the National Government-Constituencies Development Fund (NG- CDF) and the Wards Development Fund were not there. They sacrificed a lot and gave all they could."
