    "content": "The other issue is the cost of referendum. This is the elephant in the room. We have seen arguments that a referendum is going to be expensive; that it is billions of shillings. When we talk of referendum and elections in this country, it becomes a huge cost. We must think as a country about how to make referenda cost effective, convenient and easy for the people. We have seen other democracies where they have gone into electronic voting system. That electronic voting system makes it extremely cheap. We should not deny the people the opportunity to exercise their sovereign power by making referendum very expensive. It should be as applicable to as many issues as possible."
