"content": "As per the above safeguard, the deficit is to be met by importing sugar from COMESA countries, which attract zero duty. Meanwhile, sugar from the rest of the world is levied at 100 per cent duty. The COMESA safeguard is to protect the local market from cheap imports. In addition, the extension is to enable the country privatise the sugar industry in order to give it a competitive edge. This move was preceded by a ban on the importation of brown sugar into the country in July 2020 by the Cabinet Secretary for Agriculture, Livestock and Fisheries."
