In the Assistant Minister’s response, he said that the new institutes and new TTCs will be done and the sites he has identified are the ones where you have existing institutions; the Farmers Training Institute, and the Agricultural Institute in Kitui. What becomes of that institutions or it is the Government involved in a zero- sum game where you have one plus one minus one?"
