    "content": "The functions of libraries almost work hand in hand with the functions of the national Government, especially the education sector. Libraries were meant to fall under the Ministry of Education. This would have helped us to ensure libraries work properly. Despite this, I wish to join my colleagues in stating that we must align this with the Constitution, so that this function can be shared between the counties and the national Government."
