You will agree with me that the crime rate within Tana River as of now is low. We can give the automatic rifles if there is need. That should be recommended by the Officer Commanding Police Division (OCPD) of the area. If the OCPD wants the automatic rifles, we will supply them. If he feels that he is able to use the other weapons, we will allow him to use them."
