    "content": "The composition of the board again as provided for under Section 6, I want to agree with others that the secretaries are useful because they help in implementing the decisions that have been passed by the boards. However, there is need for Kenyans with a passion of this kind of work to be incorporated in the libraries so that they can become the engine and drivers. Principal Secretaries (PSs) are certainly very busy with the responsibilities that they have in the Ministries. Giving them this kind of responsibility may have the National Library services being put at the back seat because it might not rank that high given our culture and where we are."
