"content": "The other issue is on own-source revenue. Most counties are not able to meet the targets. They are still using analog systems in revenue collection at the counties. The easiest way of siphoning money from own-source revenue is to ensure that you are analog. I remember when the County Government of Nairobi City had automated the collection of revenue digitally; they were able to collect more. The moment you make it analog, you open up leakages because people will print books and they will collect money that they do not surrender to the county. In my own county, Nyamira, we project that own-source revenue should be about Kshs250 million, However, you will be shocked to note that we collect about Kshs94 million, meaning that a whooping Kshs150 million disappears into people‟s pockets. That is money that is enough to provide medicine to the people of Nyamira, but it disappears into people‟s pockets. That is really unacceptable."
