    "content": "I have already mentioned about failure to submit documents for audit to the Auditor-General and irregular funding of national Government functions by county governments. Some particularly in arid and semi-arid areas have said they are forced to spend money on national Government projects because that is the only way they can bring their populations into focus. However, if the money has been budgeted for at the national level, I think they should chase that envelope from the national level to accomplish whatever task was supposed to be accomplished thorough that budgetary provision."
