    "content": "There were times when, for example, one House had a specific position, but the technicality of the mother Bill, which is the Basic Education Act and the provisions that had been put there, meant that if there were certain changes that had to be made, they would have to be made from the original Act itself. We decided to go into this mediation, complete it, and maybe some of these technicalities could be done as amendments to the Basic Education Act on various components that are very important.
