    "content": "Madam Deputy Speaker, when this Bill was introduced in the Senate for the first time, we had a situation. It started from the Senate and went to the National Assembly. The National Assembly passed various provisions from this Bill. In Chapter two of this Report, we have that provision of some the arguments that we had at that time. Going through it, on page three, there are various clauses. When this came to the Senate, the Senate already agreed on certain provisions. For example, Clause two, eight, running through the various clauses that are there and moving on to the page right up to the various clauses that have been presented."
