"content": "We must look at ECDE with an eye to the future. This means that we have to confirm that we are not compromising early childhood in any way. I commend the Committee on Education in the Senate for giving this Bill a good thought and enriching it. I commend the Mediation Committee for the work they did. Since, when it becomes law, it will serve everyone. We are looking at our children as future leaders. As time goes by, we must ensure that we are passing on the baton to the right people. We can only do it right when we begin early enough. I talked about celebrating mother tongue language this morning. It is celebrated on 21st February. It is an annual event. It is important that even at the ECDE centres children are taught mother tongue. We are talking about the catchment language. In some areas, it will be Kiswahili for children in Nairobi. In the rural areas, they should be taught vernacular. At an early age, children build confidence. At early age, bloomers are identified. We can also identify children with disabilities and mitigate at an early age. We have to ensure that we are doing it right for our children. We cannot skip early childhood learning then imagine we will put resources in primary school. Primary schools can never make up for early childhood learning. A social linguist will tell us clearly that when it comes to ECDE, children are easy to learn and acquire language. If a child is born and after three months is taken to Japan, the child will speak the Japanese language simply because they had the mechanism of learning any language. We have to ensure that we mold our children cognitively, socially, intellectually and they will be our pride. The electronic version of the Senate Hansard Report is for information purposesonly.
