    "content": "Madam Temporary Speaker, the issues being raised still persist because most of these issues recurred after we did the following three years; 2015/2016, 2016/2017 and 2017/2018. That shows that there is still learning to be done. However, we have to insist and put in place our oversight role properly and take necessary action against county governments, so that they do not repeat these issues."
