Members, I wish to draw the attention of the House to the fact that… I was listening to the debate and there have been further complaints about why the HBC decided that the Bill sponsored by the JLAC be the one that anchors this process without excluding the other. Members should closely look at Section 4 of the Sixth Schedule of the Constitution, which establishes the Parliamentary Committee on implementation of the Constitution. Very soon, that Committee may become moribund because one of the main bodies that they were supposed to be overseeing ceased to exist during the life of the last Parliament. That is the body that was created in Section 5, the Commission for the Implementation of the Constitution (CIC) and it is the body that they were supposed to be overseeing. Today, they have some other peripheral work that they are supposed to be doing. Next Order!"
