    "content": " Hon. Temporary Deputy Chairman, the Leader of the Majority Party is just confirming that making recommendation is the same as to advise. I would agree to that extent, save for the fact that, the reason as to why we have both (b) and (c) is that, if you look at (b), it is to advise the Cabinet Secretary on matters relating to refugees in general. But on this specific matters as we go across the Bill, you will find provisions requiring that some recommendations be made before determinations or decisions can be made on those matters. So, I would still propose the amendment because it does not change anything much other than making it clear that this is the function of the advisory committee. The view of the former Leader of the Majority Party on these recommendations is a matter which has been tried in court up to the Supreme Court. Remember we were seeking to defer it. So, the recommendation would be a mere recommendation or it would be mandatory in terms of application. So we want to make it clear that this is just advice, not to open it up to such litigation on what recommendation means."
