    "content": " Hon. Temporary Deputy Chairperson, I beg the Members to see more keenly the challenges that we have had in the Supreme Court on the matter “recommendation and advice”. As currently coached, The Refugee Status Appeals Committee is being empowered to make recommendations for declaration and revocation of primafacie status. The contemplation of the provision is that the decision to deal with these declarations and revocation of prima facie status is a decision of the Cabinet Secretary. All that the advisory Committee does is to advise on it. If we go by recommendation and reject the amendment, the challenge would be that a person will go interpreting whether these recommendations are to be followed by the CS or not. That is what we are avoiding by just making it known that the advisory committee advises on those matters. It is not their work, under the Bill as proposed, to make recommendations."
