    "content": "THAT, Clause 11 of the Bill be amended ─ (d) By inserting the following sub-clause immediately after sub-clause7 - “(8) The Cabinet Secretary shall make regulations to give effect to this section and such regulations shall include ─ (a) procedures of providing interpreters for refugees or asylum seekers; (b) mechanisms of ensuring confidentiality; (c) mechanisms of ensuring impartiality; (d) protection against sexual harassment; (e) rights of representation by a lawyer; and, (f) permission of attendance by eligible observers."
