    "content": "This Bill also talks about the staff who will work in these libraries. It is unfortunate that most of the counties in this country do not have functional libraries, despite us talking about very high literacy levels in this country. The idea of having this Service to establish libraries at the county level is good. It will ensure that many young people will access them and do research relating to what they do. The fact that the Bill determines the qualifications which are required for the staff who will work in those libraries is very good for the country."
