    "content": "What has been happening and it is very sad is that the National Treasury has been receiving two reports and putting one in the shredder, that is the Senate report, and considering the National Assembly report. For the past seven or so years, there has not been consideration of what the Senate presents on the BPS. Unless we insist that in the next financial year, there shall be one report that moves from one House and goes to the other House, amended and passed as one report of Parliament, then we might be doing this in vain. This is because beyond this, there is nowhere else we engage in the national process of budget making."
