    "content": "On that particular question about the economic outlook, we better admit that we are in dire circumstances. When you want to resolve a problem, you must admit in its entirety. Where are we going to get the money looking at revenue performance? There is no answer to it. They are saying that expected revenues have been falling and will continue to fall, and the economy is not performing. That is another bad outlook because all it points at is that without debt, probably we will not have a budget."
