    "content": " Thank you, Hon. Deputy Speaker. I have just looked at the Bill and the said Section 16. I am sure Hon. King’ara will agree with me. What he meant is that in any sub-division, you are supposed to surrender 10 per cent of that land. Nobody should be allowed to sell land before they register that 10 per cent which is perceived to be public land. I think that is where he is coming from.
