    "content": "(ii) In order to ensure that there is no situation where somebody sits somewhere and decides that he or she wants so-and-so to handle certain services, the process of appointing new operators for grain bulk handling services in the country must be fair, open, transparent and adhere to the Public Procurement and Assets Disposal Act of 2015 to ensure non-discrimination and accountability. This is the situation that is going to lead this country to get competitive services so that if you are competitive, you come and compete openly. It is not a boardroom discussion that determines who gets and who does not. It has to be a fair and open process."
