    "content": "The other thing I want to point out here is that the economy, as it is today, is being manipulated by a few people. It is important that these people be brought under scrutiny. The other thing is that those organs that are responsible for analyzing the economy - I have in mind other organs like the Kenya Institute for Public Policy Research and Analysis (KIPPRA), the National Economic and Social Council (NESC) and the Monetary Policy Committee. It is important that these groups be engaged seriously, so that we explore options by which we can have our Shilling under control. Two reasons have been given for the fall in the value of the Shilling. These are the cost of food and the cost of fuel, but I do not think this is true because last year we had a bumper harvest and this year we have serious inflation. Similarly, the oil price affects East and Central Africa. We see that there has been an increase of about 57 per cent in the oil price in Kenya compared to an increase of under five per cent in Rwanda. Out of this comparison, it is, indeed, important that a select committee is set up to look at this issue. With those remarks, I beg to second."
