    "content": "(a) by deleting subsection (1) and substituting therefor the following new subsection— (1) The Cabinet Secretary shall develop policy guidelines on the mechanisms for referral of patients to health institutions outside the country. (b) in subsection (3) by deleting the words “within or” The justification for this is that Section 79 of the Health Act provides for guidelines on referrals of patients within the country. Therefore, the proposal in the Bill should be limited to referral of patients outside the country rather than both inside and outside because that is already taken care of. It is a fairly straightforward amendment. I have discussed it with the Member and he is in agreement. I ask Members to support the amendment."
